It may be likely that some "rare" uniques, and certainly Mythics, are hard to get from the Curiosities vendor.
Yes but optimally you would only buy amulets from him after lvl 60.
Here is why:
Amulet can come with any aspect in the game. No other item does. So this is one of the best ways to farm all of your aspects. For uniques, you are best running torment 3 bosses in a ladder formation to get the unique you want from the boss it tends to drop from.

Lol? Sure if you want to spend time going through aspects for hours do this. If you want all aspects without having to open your codex ever, do what I said.

If a piece of armor, in your suggesting an amulet, can have all available affixes that means chance of getting one specific is low because there are so many of them available for the game to randomly pick from. No-one is looking for all aspects, you are looking for a specific ones that are relevant to your build or to upgrade them in your codex. If you are going to spend obols on gambling, you are looking for something specific, either a piece of gear or an aspect. The web site I linked helps you determine when you look for aspects, which piece of gear you should spend your obols on to have best chance to get it.
Hi. Unlike you I won't insult you like a child but instead just explain it differently. The player abve is new clearly, so getting alot of aspects is good early. Nobody said MAX aspects or SPECIFIC aspects. We are talking bulk aspects for a new player.
While you are standing around looking at your codex and carefully buying each slot to get a single aspect, I ran 3 pits a horde and collected them.

I'm very likely to get ANY aspect I don't already have buying amulet than I'm likely to get the single mobilty skill I need on boots. So if I wanted to max a mobility skill AND other skills, which item do I choose?

Its funny that I'm getting hate for saying amulet when the OP is talking about farming uniques at the proveyor, and all these vets missed that. lol
The only one who seemed to have missed that is yourself, as you was the one who brought up aspects to begin with, noone was talking about that.
And yes, going for amulets is a rather poor choice, if you actually want your build go anywhere, as going for specific aspects is way more efficient, the rest will add up over time anyway.
With the new expac/season, it's even easier/faster to target farm and fill up the rest by time, as you now also can get caches with specific aspect categories from the Den, and also farm for specific gear slots or aspect categories in the Undercity.

You farm for Aspects based on character class and slot, where the item chosen has the greatest chance by character class and aspect of having it.
Farming aspects just by always buying Amulets is a waste of Obols as they're the most expensive, requiring you to not only pay more, but have to farm more obols for less of a chance to get what you want.
But, that's OK - Play however you wish. It doesn't effect me, so that's fine... But, if there are other players who want to know the most efficient method, it's not only farming amulets at the curiosities vendor. It's a combination of variables.
PS: The DLC also has the Mercenary vendor who's inventory can be refreshed once daily for free and at a pretty cheap price, otherwise. Also - Regular armor/weapon vendors CAN have Legendary items, it's just very rare.
