I don't have a dog that collects, I play a second seasonal character, I skipped the story, maybe that's why?

The free pet is located in kyovashad. Gotta look for a dog that has a "!" above his head and interact with him iirc. I cant remember his exact location, somewhere on the left side of the town i think.

If you did that and have the free pet, you may still need to go to the wardrobe to customize appearance and choose your pet.

Pets must be added in the Wardrobe, so check there, There is a section for Pets

With the latest patches there was a few times I didn't have a pet, it would be there one portal and gone the next, or just disappear in a fight. Going back to the wardrobe fixed it every time.

If you got the dog with another character you don't need to repeat the dog quest...Just equip your dog in wardrobe. Click pets tab at the top to see your available pets and equip the one you want. Your dog will then be back with you again.
