Blizzard removed that option if you don't match the requirements, changing this option in ini file is a workaround.
Just curious, does it stay high when you start the game or after closing the game, without making it read only?
If it does change without touching the settings in the game, then the read only part is pointless if the game tries to rewrite it to the original value, as it's already reset in the game when you start the game up.
If it doesn't change, you can make it read only, it's useful if by mistake you check the settings and force it to save, but if it's read only you can't save any other changes you want to make that get saved in that config file, but that maybe resets the texture setting too.
Don't need read only unless you change any setting in game, if you do it goes back to default high.
Showing "high" in game instead of ultra but when you compare the screenshots you can clearly see it's ultra with TextureQuality "3"
High is TextureQuality "2"
If the picture quality is different and it doesn't change back to 2, then it's fine. No need to make it read only, and it isn't a placebo effect. Normally I would check if the change sticks.
For example with unreal engine games, there is no need to make the engine.ini files read only, if the command is correct it will be used, if it's wrong it will be deleted.
