Because people, except for a very tiny but vocal minority, don't like PVP.
Because the game is anything but balanced.
There are no benefits at all to playing PVP.
There never will be any benefits to playing PVP.
I personally have been in the PVP areas a bit but I leave whenever I see another player. I am explicitly in there because it is usually empty & void of others.
this game is farm pits, make silly builds and wait for next league.
I'd rather work on building up my characters to see how far they can get in the Pit, how well they can do in the gauntlet or if they can take on the level 200 bosses solo.
Diablo PVP has always been something that Blizzard won't focus much effort on and will never balance or create much content for.
That means that player-effort is required in order to create the gameplay PVP-enjoyers want. In the past, like with D2, that was always best accomplished by groups of players organizing themselves. In D3, PVP was basically... unknown, even though there was a separate mechanic devoted to it.
Here's what you should do if you really love PVP in Diablo 4.
Create or join a Clan dedicated to PVP. Get a forum, website, Discord, subreddit... something, just so that you can coordinate your efforts. This should not be a "let's go pound noobs" kind of clan, but one that organizes PVP players in friendly PVP action... So, yes, you may be fighting members of your own Clan in PVP... so what? That's what one does in organized sport, after all.
Expect no support, no features added to make PVP life easier, no balancing and little in terms of anything "special" for PVP'ers other than titles and trinkets. But, your Clan could host their own stuffs, give out their own awards, organize their own matches.
That is the way to add some life to Diablo PVP and to get people engaged with it... IMO.
The fields of hatred are kinda of pointless. I got one shotted by a WW barb and I didn't even realize...
I was like: "what boss is that? huh? killed by Pindly?"
It's diablo immortal pvp without ALLOWING you to become IMMORTAL, DIablo 4 is so much min/max and less skill than Diablo Immortal, because that game suggests you are so smart that you have the millions of real USD to spend on the game.
The good thing about it being dead is you can farm the season quests that require PvP area, but occasionally, there will be an OP build there just griefing you.

The OP build(s) griefing are mostly Barbarians. I've seen multiple Barbs at the same time in the PvP area.
Two or three at the same time. It was the only players there. Only once did I see a Rogue, and it's the only time I won to it with my Druid.
Barbarians were just toying with me. Even lower level ones. About 6 levels bellow me.
