I would consider Season 5 PTR to be a massive success if Season 5 is fun.
Public TEST Realm is supposed to help make the actual live product better, so if it is - the PTR did its job.
I hope this is true.
However, PTR is also often used as a hype-machine. In-between Seasons, a test-server or invited/open beta without any NDA injects new interest and does quire a bit to bump the relevance of game enthusiast channels/talk. Keeping that "new Season on the way" up front ensures fans will be aware and ready to login. Not that there's anything wrong with that, it's just that we have to remember that a PTR without an NDA is that way for a reason. :)

I still think PTR's and promotional betas are a good thing for consumers; if the game is terrible, it means word will get out sooner, and issues may be fixed (although plenty of companies ignore all feedback).
Nothing official, but seems it's fait accompli in the forums.
It's a bug, already got reported during PTR so probably didn't make it for season launch. Expect it fixed soon-ish
