So if you're trying to build some kind of logic behind that you're killing easiest bosses in game, you should be able to kill one of the hardest if not the hardest boss in a game I'll stop you right here. The power gap between these two is so huge it's like trying to kill that Gregoire dude with freshly made 1 lvl character.
I think Pits bosses are actually good point of reference what kind of DPS you need to even scratch Lilith.
I think that Lilith has HP equal to bosses around 100 Pit, so she is pretty much a 200 lvl boss. Yet due to pain in the azz mechanics of Lilith you want your DPS to be even higher to finish her quickly - the DPS you really aim for is equal to being able to finish Pit 120.
So the real tip is - make your character being able to clear atleast Pit 100 and then give Lilith another try, that's like your first milestone. You probably fail at this point anyway, but definitely you'll scratch her good this time. Try another time once you reach Pit 110, maybe you'll get lucky, at Pit 120 you definitely should be able to do her.
Another tip - keep in mind it's easier to kill her with character that is purely made to kill bosses aka boss-killer than a character that is build to be a jack of all trades. I personally have one character to push pits and one character purely to kill bosses in very comfortable way.
For bosses you can go full offense when for jack-of-all-trades / pit-pusher build you need balanced character.
Overall Lilith isn't a boss you can do out of sudden, you need really strong character to even scratch her and you might be forced to completly change your build to a boss killer variant to have a real chance to beat her.
I personally recommend to make brand new character and build that character towards being a boss killer for Lilith and 200 lvl Tormented Bosses rotas if you're aiming for end-game activities and being able to do stuff by yourself or pay someone 20-40 mil gold and let him kill the Lilith for you.

You have to learn the mechanics of the fight. You have to learn and work on the phases. (I assume you can't triple crit her into oblivion when her final form shows up, so... She's scripted to sort of force you to experience part of the phased fight, anyway.)
Runspeed equal to or greater than 160x is ideal. You can not get hit by the Pretty Red Glowey Things that look like they want to be your friend and that's why they are chasing you... No. Those are "bad."
Runspeed, max res, max armor, appropriate gear, maybe even some Masterwork levels on some, and you should be good to go with an appropriate build. But, even mediocre builds can have good effect provided the player is skilled at navigating the fight.
You must be able to anticipate the tile changes, jump on her side when it's right, move off quickly when it's possible. The Floor is Lava is Real...
If you have end-game DPS, you'll be fine even if you're not perfect. Lillith is NOT a big gear-check. (The Butcher is a "gear-check," (and build-check, for some) for example).
Lillith's fight is all about the mechanics in the phases and then about your ability to pump out DPS. There are a great many video guides out there, so watching some good ones and, importantly, practicing by doing, is important.
PS: What sorc build are you running? Just because it's a listed build doesn't mean it's the best for bosskilling, as said above. Also - Maxroll builds are great, but they're also designed for the average player to get the most out of their gaming experience. They may not be the absolute most best version of a specific sort of build. That's OK - If the build has good bossing potential, which is indicated on the builds, then the issue can be isolated to just you needing to learn the fight.
Oh well, I don't know how to masterwork gear to level 16 or how to clear higher level pits without equipped glyphs. I will leave it to you.
