Youll get as many tier material as you run it, like lv 30 pit gives 39 obducite, every time you complete it within the time allowed. At 31 its ingolith.
As for PVP currently necromancer are exploiting some skills combos so they can one hit anyone, they will get bumped down mid season perhaps. Idont really PVP so am unaffected.
Now to kill mobs lv 140 or so, or like those lv 150 that varshan spawn like candy, you need to get gear that will get a boost with masterworking, now if you are running full uniques, its not likely you will get far because most uniques favor crowd control, not single dmg dps like 3* legendaries.
As for the PVP cosmetics, the pvp shop isnt going nowere, so you can wait till a balance patch arrive and give it a go, but from what i read on pvp, if you want to farm those shards is best go with friends.
Masterworking your equipment does make it much more powerful. In order to reach your character's highest potential, you must Masterwork your equipment.
Crafting the appropriate Tempers on your gear is also very important - Tempers are a new, extremely powerful, addition to crafting.
It is not possible to advise you on what seems to be a problem for PVP unless you know what "one shots" you/kills you and what Class build you're using.
Remember - A player who is level 100 may seem like they're just one level higher than you, but they may have been level 100 for weeks and have already leveled all their Glyphs to 21, have farmed ideal PVP gear, and have customized their Paragon board for PVP as well. Any level 100 player character is very likely far more developed than any level 99 character.
The important part is the item-level, highest is 925, but it can scale char level requirement to when you aquire it, you can have ilvl925 gear that has lower requirements than char level 80.
Like, you can get some WT4 reward caches that are account bound, and open them with a lower char. A character that just arrived at WT4 with level 70 or even lower, can get 925 ilevel stuff from those caches that will require his current char level.
Not tried in S4, but S3 I used the weekly trial dungeon (gives up to 4 caches with ilvl925 gear) with my lvl100 Druid to "instantly" equip my Sorc with maxlevel gear when he entered WT4 at lvl62.

Found 1 *2 item and it was bricked because it kept rolling the same stupid prefix on it.
Also doing pit 70 or pit 30 doesn't seem to have any effect on the drop quality at all.. NONE.
But yeah endlesslesly grinding for masterworking mods is usefull to make your crappy item less crappy.. That is what this game is all about.
And once those season elixters (bolts) run out I won't even be able to get those as it is the only reason I'm able to pit 30+ with the necro anyways.
