Need Help! "whisper message"

Has anyone encountered this problem?
Personal messages between players. I have a steam account.
I can't private message anyone until I add them as a friend. I can receive private messages, but only send them to friends. It also happens that my messages are not visible in the exchange chat and local. For some time the trader was completely absent, but after some fix he showed up. I've been struggling with this problem since the game started selling. I tried everything, absolutely everything that could be related to chat, to the game...
I wrote to the blizzard, they didn’t say anything.

I believe on BNet accounts default for whispering is friends only. If the person you are trying to whisper is playing on BNet this could be the reason.

Right, but you a Steam account, the people you are whispering probably are on BNet with whisper set to friends only.

No, their settings are such that they can write to me when I’m not their friend. (for example, searching for a group). But I can’t answer them in a whisper; I can only answer them when I add them as a friend.

And on your bnet profile privacy&communication setting you have it open to chat with everybody or friends only?
Because you are on steam but diablo is running everything trough bnet.

All settings bnet are enabled to communicate with everyone!

If I try to write to someone - "The message cannot be read due to cross-platform restrictions"

I have the same issue as well, even though I use gamepass from pc for the game

I've tried everything, nothing helps. I wrote to Blizzard, they don’t know what the problem is.

I've logged into the game and contacted a random user on PSN, they've replied (within the same instance though). Either the issue is gone or your configs prevent contacts or cross-instance communication is haram in D4

I don't agree, it's not fixed! All settings are enabled. Blizzard's patch doesn't say anything.
I suggest that anyone who knows English well write Blizzard technical support with a link to this topic, that the problem exists for many! This issue has a huge impact on multiplayer play.

Found the solution.

- Go to battle.net website
- Login
- Go to "Privacy & Communication"
- Click "Update"
- Change the "Private Text Chat" to "Everybody"

I just tested it with a random dude named Finch. Works perfectly now.
