Explain it to me like I'm 5
Level 61, what do I do with legendaries I don't want? I keep replacing legendaries armour / weapon with a higher item power level legendary, even if the legendary power is something i dont want. Should I add a new legendary power to the new armor /weapon everytime I find a new stronger weapon / armor?

Is there a way to upgrade a weapons / armors item power level?

You don't upgrade the item, until you get to master working! you just replace the gear when you find higher I-lvl gear! then imprint the power you want on the new gear! you can salvage most of the unwanted gear! but i have been salvaging what the codex needs then sell the gear you you already have in the codex! only reason why is gold is a problem right now!

Thank you both for the help!

Also don’t just look at power level and pay attention to affixes. If you are not sure about replacement - temper it first.

Yes, salvage the ones you dont want and temper, temper, will make adventuring much more easier and youll slowly understand crafting until you get your own meta, salvage specially jewelry because youll need plenty of mats for tempering, save changing affixes until much later in the game.
You salvage to add aspect and upgrade said aspects with better rolls until they are perfect roll aspects, imprinting is expensive and mat consuming at low lvs, so save it on tiers of 10 to 5 level gaps,
