The final Tier unlocks at Level 91 for crafting, wearable at 90. Making those two actions separate doesn't make any sense... :) (It may if you have alts that can make them, I guess)
Each Tier of gem requires more material, so check it to see how much it takes.
The "glowing" mobs drop gem fragments. Good places to farm them are in Helltides, while you're leveling Glyphs in Nightmare Dungeons, or in the beginning areas of Boss lairs.
For the latter, enter the Boss lair, farm the mobs there, don't bother spawning the boss, exit, reset the dungeon, farm again. :)
i'm 65, and didn't see this option. Even in *all* list. Not only in *createable* list
It's difficult to know exactly what you're experiencing.
If you go to the Gem vendor, select the kind of Gem you wish to craft, then select the Tier of that Gem you wish to craft. That description should indicate whether or not you can craft that particular gem. If you can't, the category of reason why you can't craft it should be the color "Red." For instance, if you don't have enough shards of that gem, the amount of shards needed and/or how many of them you have should be colored red.
You may have to scroll down the description tab to see that, though...
Few of the crafting dialogue panels make a lot of intuitive sense. So, your confusion, if that is what is causing the issue, is understandable.
I too am in the same situation. I'm level 63, am playing on Torment. I have 1000+ Ruby fragments ... BUT ... wait for it ... the bleeping Jeweler does not offer a Flawless Ruby selection. It's just not in the bleeping GUI.
How do we get the jewelers to offer Flawless when we have enough fragments?
Flawless gems unlock to craft at 71. The fextralife link above does include that information, but it has other misleading and incorrect information as well. From Blizzard's announcement when they made the change (S4):
If your level isn't high enough, the UI doesn't appear for that tier of gem. If you are high enough, but don't have enough shards, it will show that you can craft 0 in that tier.
