You will have to do it every time when you change build.
As you can see, the approach to build regulations had a continous evolution, with the current implementation, I'd rather assume that they might come up with some "build-save" option in the future.
Let's wait and see.
Only, on a side note, it sounds as you did not play very far, while you are totally right about the cheese Wizz (although it is a rather lategame-build, depending on your dropluck with aspects), the game does have somewhat of a strange difficulty-curve. While you will struggle at the beginning (until you get comfortable with your class), it becomes usually easy clickfest towards the end of the campaign/lvl50, then a short difficulty spike changing to T3, until you got some next-tier gear, easy again till you start T4, another diff spike for collecting gear, then the difficulty of the world stays relative the same/becoming more and more trivial while you gear/level up.
But at that point, you can actually manage your difficulty manual via NMD dungeons, and the new bosses can be a bit of a challenge (while leveling) or even pose a big one, depending on your build,
Then comes Duriel (doable with a competent build) and uber-Lilith, who actually poses the greatest challenge in game unless cheesed.
In the end, it comes down to personal preference of what you want, just cheesing through the game or actually having a challenge, Both can be fun, I guess.
edit: yeh lillith battered me on my first attempt, so many one hit kills. Need more speed which I now have but not sure if I can b arsed to try her again
For me, the game is really fun, and partly challenging, while doing my own thing and experimenting with skills (until lvl50-60) and creating my own build.
Remember, if you are copying some build, it will already be optimized and trivialize a lot of content, so unless you want that, you should rather avoid them.
Tried her a few times in S1, got to phase 2 but her rnd onehit attacks were too much, couldn't be arsed to learn the pattern and did not try her since xD
But I actually like the setup, without those o.h. attacks it would mostly be just a gearcheck of tanking damage and dealing enough, but now you actually have to work during the fight and learn, and the victory will feel oh-so-more sweet if you finally achieve it. ;)
On a side note, haven't touched D4 the last week actually, currently too busy reclaiming the Mines of Moria xD
