I say both sides are villians in this case.
Your question comes from the assumption that there is good and bad, when, in reality, humans have no hope as it is: Inarius would have exterminated them fast, Lilith would remove any existing order and rules, she would just let demons and humans to live together in Sanctuary, this will lead to the total extermination of the human race since, thanks to daddy Inarius, they lost whatsoever godly power to help their survivability.
I'll try to sum up the 3 currently possible outcomes:
1) The eternal conflict spreads on Sanctuary: humans get exterminated by being in the middle of it.
2) Lilith survives: demons live freely on sanctuary just like the humans, the rule of nature takes over, the strongest survives... humans are not the strongest.
3) Inarius survives: he exterminate humans to get the favor of heavens.
Lilith is... as bad.

They can both decide what to do about it. She wanted humanity to side demon and fight the angels, so be it.
