I think in S2 I had it filled up before I hit level 70, and in S1 it was before level 80. I could see it being useful for someone who has very limited time and still wants all the cosmetics from the BP, but ... in that case the person will still miss out on the rewards from the Season Journey. Maxing out the BP has been really very quick and easy.
Standard vs. Deluxe: The battle pass has a value of €10 (of which you get back €7 in form of platinum coins, which can be spent on cosmetics or toward the next battle pass). If you are planning on getting the BP anyway, you'd pay €2 extra for the mount cosmetics. Probably not a bad deal.
I bought Ultimate when the game came out (on BNet), but in retrospect that wasn't needed. The tier skips did nothing for me and the emote, well, it's one emote for €20. For S2 I only got the premium battle pass, not the accelerated one. FOMO can be ignored as there have been various promotional cosmetics that are no longer available.
But I agree. Tier skips are useless.
