Where are the other players?

I just got to T3 (in season non HC) doing a lot of different region stuff and trying to "do" world bosses (can't solo them lol) but... I didn't find a single soul since I started Tier 3, so, all the people are in Tier 4 or what? I mean, I saw people in T2 a lot but in T3 i didn't see anyone, I mean ZERO, in a week that's weird af.
Is Steam considered a differente platform than BNet? Just wondering. And I never saw anyone writing in the chat either since I started playing.

there is a crossplay option, if you turn it on, then you will see a lot more players. The open world instance only load a few players, only events like Legion or world bosses, you will see many more other players. And for trade chat only WT4 people are going to use it, because below WT4, people are all busy leveling and buying things at that level got no points as you will soon upgrade your gear. The trade chat in WT4 is often about LFG to do rotation.

I didn't see anyone doing legion events, pvp or even in world bosses... I repeat, I saw NO ONE in Tier 3 yet lol. Weird af. In main cities either, there is usually always people coming and going for inventory management but nope, no one, tried all the main cities. Is like I'm playing offline lol.

11k player son steam seems so low. I am sure most players are going into game from website download but still. Seems like its dying. Lower price or not happening. $70 was ALWAYS TOO MUCH. NO end game.

there is plenty of people just not in WT3 .. most go directly from 2 to 4.
