Does your save transfer over from Xbox One ?

As above, I bought D4 when it came out on console with the earlier release but want to buy it on pc so will all my progression transfer over with my blizzard account ?

Yes, when you log into your Bnet account, regardless of platform, you can access the sane characters. All versions of the game share progression.
