Only exceptions are free games, why, you can guess why.
There are very few exceptions to the rule, which is dependant if the devs/pub can afford it.
Also any ubisoft or origin or whatever other game launcher game you buy from steam, you still have to launch steam to run it there, they have separate ids for those games. If you lose your steam account, you don't own it anymore there, you can't download it, you can't play it.
Plus lel ask how many times peeps had to rebuy games when they got a console early access game or console only games, and then later buy them again on pc, or even vice versa.
Plus all the games I had to rebuy on steam, that I had bought on ubisoft client.
Also, name me a Origin/EA game that you bought on there, and got for free on steam, without it being free on steam, dlcs don't count (I have Sims 4).
