It's not going to change unfortunately.
Also D3 on console is developed and maintained by an entirely separate dev team. D3 pc and console have pretty different ways of doing things, and entirely separate from each other.
The only good part I liked about D3 on console was the ps3 variant loot system which was smart loot 1.5, it was very random, but because being smart loot you got more relevant stats towards your class, had way more interesting and much more powerful stat combinations, instead of 4 main stats and 2 secondary with few exceptions. Next gen variant went into the newer model, ps3 version is still as it was lvl 60 max only, but lel the console can't really handle that game well, sometimes the audio lags almost by 1 minute behind.
D4 is always online, server side saves only, plus cross-save/cross platform like Diablo Immortal, no cheaters.
No kidding, but this is a steam forum about PC games and console features aren't relevant to the conversation.
No, consoles are not relevant here.
They don't need to move teams around to change things; the PC team is more than capable of making offline games.
This is not a development decision, it's a business decision plain and simple.
You'll get no argument from me calling them anti-consumer, but as I've said before Blizzard moved to online only GaaS titles a decade ago; D3 having native controller support and offline mode were concessions made at the time because moving live services to consoles wasn't a commonly done thing yet.
I'm not defending the practice, I'm just telling you the truth that it *will* not happen. This choice was made a very long time ago and the game's foundation is built around it.
It's much harder to sell cash shop items and battle passes when people play offline, which also makes it easier to use the game as a test bed for cheats which cost them money to deal with.
But calling a AAA developer anti-consumer in modern context is fairly redundant... I can't think of a single one that would give up a nickel to be more consumer friendly.
