You can make a character on Eternal Realm at any time and always play that same character. However, you will not have any new seasonal features and at the end of the season most if not all of the seasonal features such as vampiric powers disappear. If you are new to Diablo 4, you might as well make a Season character first because after the season it will be moved to the Eternal Realm anyway. Starting a level 1 in Eternal vs a level 1 in Season means the season version will have access to more quests and content and powers/gear. The only reason to start a level 1 in Eternal is if you want to play with a friend who has an Eternal character already and that is your main reason for playing Diablo 4 (to group dungeons w/ your friend or whatever).
The main issue with Blizzard's seasons vs Eternal is that they balance both realms around seasonal powers. Since Season 1 had overpowered malignant hearts such as "The Barber" they basically nerfed the crap out of Eternal Realm right when the season started aka patch 1.1. You can read about how upset players were about 1.1 by just googling. I think that's when the playerbase really started souring and tanking. So an Eternal Realm character may be nerfed whenever a new season is dropping in order for the seasonal characters to not be even more broken/overpowered when they get the new seasonal powers.
I also advice just playing on the seasonal realm since like ^he said.. after the season.. the character moves into the eternal realm anyway. Just without the seasonal powers.
