Salvage.
(Previously, it would have been a mix of "do you need the gold and/or are you planning to respec a LOT of stuff? Then salvage." But if you are consistently turning in Whispers to cover your gold costs, would say salvage all the things.
I would recommended trying to enchant only once you are at world tier 4. Since it's so expensive.
Currently all the money is in the whisper caches. You unlock whispers after the story tho.
You get millions in one cache. Selling stuff isn't the most efficient way to get money anymore.
