You can not know that your connection "is fine" without directly examining it, which "play other online games" does not do.
You could have issues that are too severe for D4's engine to deal with or there could be issues with Blizz's login/authentication/account servers or game hosts and the like. There could also be a hop in your connection from your location to the servers that is having performance issues. Those are things far outside of your control.
That you have intermittent issues does seem like an issue with your connection or the pipeline between you and Blizzard's servers.
Search online for methods to use to diagnose your connection. (It's kind of involved, so I don't want to type it all out when you can just look it up.) You can also search to see if Blizz's servers are having issues. ("down" detectors, Blizz's own Customer Service Twit account, some sites that monitor Blizz's servers, etc)
I have checked my latency and ping which are also normal.
