Edit: And checking other threads, disabling the steam input via right clicking the game, selecting properties, going into the Controller section and disabling Steam input via the drop down menu, fixed it for me.

It's stupid but its the only thing that seems to work for xbox pads.
I have to do it everytime on my XBOX360 pad to get the sticks to work too.
Disabling steam input will break the pad completly which is bonkers, since the game supposed to be X-input native, and there is nothing more native for X-input then an Xbox360 pad the api was developed for.
Steam input on/off and the overlay trick all refuse to work.
Just what is going on with this game and gamepad detection.
Please Fix your game.
More digging I found it was one of my D-input pads causing the issue?
Why is your X-input game polling D-input pads? It doesn't use them when I unplug the X-input pad. So dp you have partial D-input support that is conflicting with X-input?
Please fix your game.
Starting to think this game is abandonware.
