Are Throwing Daggers 'projectiles'?
Throwing Daggers use Melee for damage, but they definitely travel as Projectiles.

Are they Projectiles?

It only works on things that have the projectile damage icon.

they count as melee, but you can test it by buying the cheapest melee / projectile item

No, they are not. You already know they use melee modifier. They look like projectile cause they're throwing weapons. Makes sense since the stronger you are the harder you throw.

The easy way to tell what a weapon scales with is to look at the symbol on the use stat item.
Sword = melee
Bow = projectile
Diamond = magic

Also all projectile weapons have the projectile tag.

they look like projectiles because they are projectiles. they're just not Projectiles.

The Arrow Shaft item doesn't because it specifically buffs Projectile weapons, as it says. However, Pierce+ (from Masterwork Arrowheads) work because the stat isn't specific to Projectile weapons, but they work on... 'projectile' weapons of the traditional sense (so things like Fireball Staff will explode multiple times as it pierces multiple enemies).

EDIT: I just tried it specifically with bouncing weapons, and it appears that any weapons that bounce will NEVER pierce. That means throwing dagger/glaive don't Pierce, but less obviously, the bouncing sawblade Projectile weapon also can't pierce, and the Throwing Axes can pierce (even without crits). I kinda expected the Brotato interaction, so that's too bad...

where do you find this symbol?

When you look at a weapon, there is a damage number, then a percentage with the icon next to it. So 100% with a bow next to it, means that it uses 100% of your Projectile Damage modifier to increase base damage.
