This sounds like a messed up configuration or savegame and we might have to reset your game's settings.
In order to help you right now, please shut down the game, delete the folder below completely (or move it to a backup location) and restart the game:

Your savegames will be lost in this procedure. If you need a new savegame in order to continue from where you left off, please grab one from our support page. These savegames contain default decisions which stick to the basic book plot:

Please be aware that you might have to disable Steam's cloud synchronization, as it will download the faulty configuration files all over. Therefore, right click the game in your Steam bib and click properties. Look for the Steam Cloud feature in the UPDATES tab and disable it.
