You get the most out of it if you destroy the convoy and destroy the strongholds scattered throughout the territory.
Yeaht ake over some camps, they are fun and reduce alot of threat.
These Top Guns are basically small bosses.
If they charge at you, dodge, then attack. You can only hit him a few times, then rinse and repeat. Never just go at him, wildly punching, that won't do the trick.
If these red symbols over his head appear, dodge. And at some point (maybe stand a bit further away) he should be running at you, then dodge and punch him. Most of the times, you also get the option to use a shiv (knife) after the first punch(es). This will bring his health down quite a bit.
As Bossloaf already mentioned, maybe you rushed it a bit and are undergeared. Did you upgraded your gear/skills already? If not and/or you feel it's too hard, go back and do some side-missions/clear the territories 100%, get scrap, upgrade and try it again.
I was actually in the same predicament as you, then I realized that the game got WAY too hard all of a sudden so I went back time and cleared most of the bottom half of the map. By the time I went to Pink Eye's area I had at least Max's 4th or 5th jacket (plus the gauntlets and other stuff that matched) and some of the strongest armor on my Magnum Opus.
