I went to the location but no car, anyone know where it is?

You gotta go there at night and his silly music truck will be on the left side of the building.

I been waiting there till night, its now middle of the night but no truck sin sight I keep walking aroudn inside and out of the location nothing there..

Just wait until its night then fast travel there and his truck should be beside the building on the left side, thats what I did.
