Gutgash Stronghold Glitch?

I completed everything in gutgash's Stronghold, including the scrap stockpile's but in the map it still shows 3 gears around the stronghold icon. Is this supossed to be like this?

This is definitely a bug. I've done everything there is to do including the Beat to Quarters mission and I have only three gears and I'm missing Gutgash's Stronghold in Locations. There is also nothing to complete...

i thought it was a bug as well, but if you look in your garage in the armor section you will notice the middle one is locked, you have to complete the beat to quarters mission. the mission giver can be found at the very top of the stronghold.

Might be silly, but did you try looking at Gutgash stronghold from one of the balloons yet?

I managed to get the four gears on the stronghold after I did the Legend Encounters mission and blew up all the buzzard lairs, hope this helps
