The SCRAPULANCE is the only car that actually carries scrap so you get all of it when you bring it in.
If you have the correct project completed at a stronghold you get scrap from destroyed vehicles in the wasteland area the stronghold controls otherwise it's pointless to take vehicles you already own back.
Yes, but they won't salvage driverless-but-undestroyed vehicles.
That's the OP's point: you only get scrap from completely destroyed vehicles (except Scrapulance)

My guess is they didn't want us to be spending a bunch of time going out, capturing cars and bringing them back over and over.
Based on how little scrap you get from blowing up a car I think the scrap they do drop is meant more as a bonus for when cars do explode... not something we should be going out of our way to do. I only seem to be getting 8 scrap at most from a blown up car. The time it takes to blow up an abandoned one is probably best spent doing other things, but it just seems like such a waste to let it go.
I did that too. but it respawned. so i got to try again. this time i killed it.
