While correct that Mad Max will release here, don't take the inclusion of Japanese as a firm indicator of that. There are several games on Steam with Japanese language support which are not available for purchase in Japan.
I have seen a lot of anime and most of them was bloody as hell...I don't get it. I see tons of blood and death in japanimations which target 15+ kids, but same time some action games targeted for adults must be censored?
Well, Mad Max passed the rating without censorship in Germany. Loads of low violence versions of other games though, sometimes downright broken, missing modes, robots isntead of humans, no multiplayer compatibility. But all that's mainly a thing of the past.
And don't question this censorship and age rating nonsense. Some countries are just irrational.
But anyway, I don't think it's confirmed yet that Japan will get a low violence version. Would explain the delay though.
WB should just unlock it already. They can wait to sell it till October 1st but there is no reason to not let people who already activated it play, I think.
The problem is there are at least three different rating boards in Japan. The one that rates normal films (Eirin) is happy to accept violence and gore as suitable for a PG-12 rating.
The group that rates console games (CERO) are far less accepting of violence and gore. This tends to result in console games being censored even when rated as Z (adults only).
The third rating board (EOCS) is connected to the adult entertainment industry and thus only rate eroge, visual novels and similar on PC (as well as adult films).
You'll note that none of these boards actually have a mandatory rating requirement for normal PC games (especially when sold digitally). So technically speaking, WB should not be providing a low-violence version of Mad Max on Steam. But like several other companies, they insist on providing the same version on PC as they do on console. Other companies, like Bethesda Japan and (on some occasions) Square Enix, make a point of providing uncut versions of their games on Steam in Japan.
But the game is being sold for an exorbitant 7,668 yen! Where the heck did that price come from?! (When the page showed up before, it was going for around 5,500 yen.)
If that's what they want to sell it for, I see why they waited. I just hope that all of us who purchased it elsewhere will be able to play normally. (I don't see why not; my game preloads normally.)
There's no release date as of yet, but I assume October 1st is still the date.
The RRP excluding tax is 7600 yen. With tax, it's 8208 yen. Given that the Japanese government has caved into Japanese business demands that they start taxing overseas online sales (for "competitive equality") do not be surprised if the price on Steam goes up on October 1st to match, or exceed, the 8208 yen price of the console versions.
The original price shown in Japan, was the result of Valve's auto conversion of the US price using Valve's recommended pricing. But publishers are free to ignore that and set their own pricing (which always means a higher price in Japan to at least match the console prices).
But hey, at least they're not using the "open price" model Japanese publishers usually set for PC releases. We'd be charged over 10,000 yen in that case.

The thing is, I managed to get Pac Man CE DX+ as a gift from a friend and this game is not even available in Japan (go figure) but it loads and plays fine. My friend made his account in the US but lives in Japan now. He could even see the Pac Man game on Steam (without changing IPs or using other tricks.) My point with this is, maybe this region lock restrictions on Steam are not as strict?
Do you think a US Mad Max key will work in a Japanese account?
As for Akiba, I'm done with it for imported games. Amazon Global has most of the items from the US store at great prices and shipping is pretty good.
Still wondering if the Bundle Stars copy of Mad Max will work... but I have a feeling it won't.
Your best bet is to get another steam user to gift it to you and then you pay them back. That's how I got this game during the sale from a friend in Australia. Also how I got Resident evil 5 before it was released steam in Japan. Otherwise you could probably organise a trade. From my experiences, if the title is bought through Steam it can be easily transfered.
