CPU Intel(R)Core(TM) i5-3210M 2.5GHz
6GB DDR3 RAM
750 GB Hard drive
Video Card Intel(R) HD Graphics 4000 and or AMD Radeon HD 7730M (i'm not sure there are 2)
I have just upgraded to windows 10 i don't know if that makes a difference but any help is appreciated.
Im right there with you. Almost the same specs as you, except Nvidia instead of AMD, 16gb of ram, and windows 8 and I am having the same 20fps.
I know we are at the ass end of laptops that matter. But I feel like this game should be able to use my 16gb of ram and 4gb gpu to lessen the impact on my CPU and improve performance.
If anyone has an idea on what I should be trying (or if my specs aren't up to scratch) I'd love to know!

Sorry but, What 2ed bar? What Mad Max Custom settings? Where i can find all these things so i can try it?
Right click on desktop
Configure switchable graphics > Select Mad Max > Switch to High performance.
Some games don't detect your graphic card and run the wrong one (the integrated one) and not the dedicated.
Try to do something similar if you have a Nvidia
