I'm having the same issue and am getting about 20 fps not sure how to fix it maybe need to just upgrade but i'm not sure
Specs: Inspiron 7520
CPU Intel(R)Core(TM) i5-3210M 2.5GHz
6GB DDR3 RAM
750 GB Hard drive
Video Card Intel(R) HD Graphics 4000 and or AMD Radeon HD 7730M (i'm not sure there are 2)
I have just upgraded to windows 10 i don't know if that makes a difference but any help is appreciated.

I'm having the same issue. I get the feeling AMD is getting shafted, but I dunno. The only times I've been able to circumvent the problem are random, as in I have no clue how to fix this. And then when it IS fixed, my computer crashes randomly then restarts on its own after a minute or three of game.

Im right there with you. Almost the same specs as you, except Nvidia instead of AMD, 16gb of ram, and windows 8 and I am having the same 20fps.

I know we are at the ass end of laptops that matter. But I feel like this game should be able to use my 16gb of ram and 4gb gpu to lessen the impact on my CPU and improve performance.

If you have the game in borderless mode I think it doesn't apply some of the graphics changes or something. Try switching the game to fullscreen I got a slightly higher fps and helped quite a lot.

I'm in the same boat. I'm almost certain its not due to the graphical requirements since, like mentioned previously the problem is indifferent to the graphical settings. For reference I'm running windows 10, 1TB HD, 8gb ddr3, i7 and AMD R7 M265 (2gb).
If anyone has an idea on what I should be trying (or if my specs aren't up to scratch) I'd love to know!

A friend of mine had the same problem. He has an AMD with a R9 M290X card, it should be enough to run the game properly, but it didn't. What he did:

Right click on desktop

Configure switchable graphics > Select Mad Max > Switch to High performance.

Some games don't detect your graphic card and run the wrong one (the integrated one) and not the dedicated.

Try to do something similar if you have a Nvidia

I had the exact same issue, bug fixes couldn´t help me either but now i may have a solution: try changing a different hertz setting. After all the graphic setting changes didn´t work i tried different resolutions and noticed, that the game works perfectly at 50 hertz. Seems like, for me, it was a monitor issue after all.

Highly anticpating this game and the slow motion is a constant factor. I can't believe I just wasted $60.
Pyromancer Oct 12, 2015 @ 10:57pm
The game runs in 'slow motion' on consoles as well, so yeah. I have no idea what causes it as I was rarely seeing it, but now for some reason the game is constantly locking up for just a split second every second. I don;t know if it's thier patch or the new nvidia drivers but it's unplayable for me now.
