Maybe you're not that far in the game yet, but after you get to Deep Friah's temple he eventually gives you a mission to track down the Arkytekt. This can only be done at night. Also later in the game, the Outcrier in Gastown asks you to steal Crow Dazzle's car. This can only be done at night.
Anyway,
Yeah, this can be really annoying. I've found that if you've started any part of a story mission the game will sort-of freeze time in whatever time of day or night that is the setting for the story mission. One time I drove around, fast taveled, walked around, etc. for an hour of real time and the game kept itself at about 10:00am (judging from the location of the sun in the sky.) I finished the story mission I was in the middle of and the game's day/night cuycle returned to normal. Hope this helps.
I did it at day, not sure about Arkytekt, but I stole Crow Dazzle's car in broad daylight.
Hm. Are you playing console or PC? Cau'se I'm on PC right now, it's daytime, the mission is the only one active (i've just beaten the game) and there's nothing but empty air where his car should be. I wonder if there's a difference between this misson on different platforms. Also, the game specifically told me in the Arkytekt missions and this one, "This objective is only availble at night."
by just waiting. it's dumb and it's why I gave this game a negative review
