After building the cars with the prescribed parts (which as Ogre said are not always the best part combination) you can change the parts at will but don't forget that to achieve any of the challenges that require using a specific car, you cannot use a modified version of the car or the challenge will not count. So for these kind of challenges you will have to go to the garage, change to the required car with "T" and use the standard version of the car (as it is).
I thought it was bugged.
So try and buy them. If you can't you likelyy haven't progressed far enough, but I am guessing if it's the last item you need for that Archangel, you are far enough along.
Very anti-climactic, IMO. I have zero interest in Archangels after that one.
Once you have all the upgrades except for Baby bar armor, Select Shovelface (not one of the Archangels) then match required upgrades for its configuration. Then Go to Archangels and select the Jack. The mission will automatically progress to "Drive to Gutgash's stronghold".
That was one of the most confusing parts of this game. I'm amazed at how well the devs kept track of all the parts stats for all the archangels combimed with mission triggers and everything else. After a couple of run thrus of this game I began to appreciate it.
