Report a translation problem
Since the game likely won't be updated anymore, I'll call this one dead and broken. Shame, it was a good game.
Not sure if you already figured this out, but if you actually start or resume a game you can change the settings no problem. Or at least that's how it worked for me. So, I started a new game, and once the opening sequence was finished (no sound, unfortunately) and the game started, I was able to go into the options and change everything to what I wanted. It also kept the settings the next time I booted up, so it seems like you'd only need to do it once.
It's a crappy bug, but at least you can pretty easily get around it and still enjoy the game.
