No Idea What This Valve Does, HELP!

If you go up in it there is this valve: http://images.akamai.steamusercontent.com/ugc/391045435763500138/267AEBD5D04C42564B44BA015F263CC3DCDCA697/

You can turn it multiple times (I've done it twice so far) but I can't figure out what it's for.

Can anyone help?
