Balloon riddle explained

I was also confused at the beginning, but if you think about it, the logic behind this is as follows:

1. The BALLOON itself needs FUEL (put in to the tank attached to the balloon itself, obviously) to RISE UP again.

2. The WINCH, which has the SWITCH attached to it, and a canister with a funnel on it, needs FUEL to PULL DOWN the balloon, in case it is not on the ground when you arrive.

3. It makes complete sense, that there are two fuel tanks, because the winch is on the ground, stationary, and the balloon rises up, needing fuel along the way. So having two tanks is technically the 'easiest' way to make this work.

From memory, I think there might even be a spot, where BOTH fuel tanks are empty, meaning you would have to get fuel for the winch, to pull down the balloon first, and then get more fuel to refuel the actual balloon. There definitely are spots, where either one of the tanks need to be filled up.
