It's easy enough to collect plenty of scrap ingame if you need too. Especially after you have build the "cleanup crews"...
As too the OPs question, Ayahuasca is correct.. In order to get the "Up To The Task" achievement you would need to d/l a save from somewhere, or someone, myself included...
Other than that, camps passively give you scrap
In practice, however, there's a few workarounds, since devs didn't solve the problem themselves (real bummer!). You can:

I found a guide where a guy has many upvotes and awards and only requires you to ram one single vehicle to get THAT achievement. I hope my 100% achievement hunting shall not be in vain by buying this title and that that save will indeed work
