Report a translation problem
I used to think that I had to fill something else instead of the balloon itself.
This happens for 2 reasons
1) You missed a switch. Some have switches you much flip. If you don't, the balloon won't move. Some are obvious, and some can be hidden.
2) Some balloons are tied down with cables, and you must cut them all.
I've played this game about 50 times over. I've never seen a balloon get stuck. It's always because some mechanic was missed.
