I usually run my steam with god privileges with the task scheduler and I turned admin off. This may or may not be necessary but this is what I did.
TURN THE CONTROLLER OFF... 100% off before you start the game.
As the game is loading but before the avalanche splashes and such come up, this is where I turned the controller on. After testing this has to be the time to turn it on or it won't work. Right after the black area at the bottom of the screen loads up and the white loading logo in the bottom right. At that point, the whole "using configs from cammelspit" came up right then and that is where it worked.
If there is any, and I mean ANY erroneous input on your actual mouse or KB it will lock out the mouse and the SC too. This includes from the second you click play. I have a wireless KB and mouse so I simply turned them off 100% with the switch. I am serious, not even one pixel of movement. In the steam overlay OR the game, desktop absolutely NOTHING.
If all went well, when you move your thumb on the right pad the XBOX style prompts will not go away and that is how you know it has worked.
And now I play, it is supposed to be a great game so I am slightly less torqued off now.
I can not in any way guarantee this will work for anyone else but it is, as always, worth a shot.
Thanks for the long reply. I was unable to get that to work either. What I have done though, is start with the recommended template and then edit the right pad to simulate joystick camera and then just changed the curve under advanced to extreme or something like that. I can turn the machine on later and give you the exact settings. If you have it as joystick camera it can work simultaneously with the left stick. The only thing you'll find is the camera move is quite slow but at least you'll be able to play. I think I'm going to order an Xbox one wireless controller, as that will work on all controller supported games as intended. The steam controller always feels like it's emulating.
Edit: Looking down was resolved by mapping right trigger to left shift or let right trigger pressed (addeshive tape is good for this purpose) and set right pad to Mouse Joystick.
Edit2: Now I'm playing with Mouse Joystick on right pad, only issue is while standing, camera is jumping around so I mapped right pad press to RS press centering view. While standing and moving finger over pad, everything is ok, but when I'm interrupting move, camera starts to jump around player model. I think it is because game is changing controller/keyboard+mouse modes when there is no controller input. Other way to work around is to map right trigger from shift to default(right trigger) and let it pressed (adeshive tape can do this for me) and be always running. it generating controller input and prevents game to switch to keyboard+mouse mode. Setting right pad to Joystick Camera is not an option for me, because it feels uncomfortable.
I need some launch parametter to set game to use controller input only and don't switch to keyboard+mouse while there is not any controller input.
