Yes.
Steam will only download the redist installers on 32-bit systems and will ignore the rest of the game because it requires a 64-bit OS.
I'm perfectly aware the game only runs in 64 bits and I have 64 bits in my computer at home. The download is several GB's but my internet is too slow. How do I download my games? I use the internet in my work and after the game is downloaded, I use the Steam Back Up system to copy it to my flash memory, take it to home and use the option "Install from a Back Up copy".
I have used that method with every game until now. It doesn't work with Mad Max. Why? Because at work the computer uses 32 bits and downloads a useless file of 129 MB.
What do I need? A way to make Steam to download the 64 bits version, I do the back up and take it to home. Now do you understand what I need?
Either download at home or it won't download at all.
You can either:
To do so you you will need to use steamcmd (a DOS-like steam environment, available along with a wiki guide here) and use the override command to set the "bitness" setting to 64. You have to download and start steamcmd and use the following command, filling in the blanks with your steam login/pass and desired path to install to, however this is the proper syntax:
234140 is the AppID for Mad Max, you can use this same command to force downloads of any other other 64-bit games on a 32-bit OS, by replacing 234140 with that game's respective AppID which is easy enough to find via google.
Keep in mind that DLCs each have their own AppIDs as well, so if you also want the DLCs for a game, you need to subsequently run the command again once for each DLC as well, replacing the AppID for that specific DLC package.
