Honestly, you don't need to worry about scrap in this game. There is plenty of scrap even if you don't complete most of the scavenger locations. I finished the game with over 40,000 excess scrap, and that was after having bought and upgraded every possible thing I could.
Yeah at first i was not getting any upgrades thinking ok when i unlock 2-3 levels i'll grab last one, but i can never be sure what requires me to take the previous upgrade and what doesnt...
Either way, i will do fine with scrap, i'm already too overpowered, i dont really want to upgrade too much, there is no challenge at the moment in the game, i'm basically drifting through story.
Probably not gonna clean other locations but just finish story.
Some of the ones I can think of that need previous upgrades to unlock: Engine, exhaust, sniper rifle, Shotgun?, Car Armour?, Harpoon, Thunderpoon, Side burners?
Some that you don't: Rims, Boarder spikes, Paint, Tires, Fists, Max's Armour, Wrist Armour, Wheels, Face
I suppose if someone was in a rush to do the bare minimum, they could go through the story pretty quickly without reducing the threat level or destroying all the camps. I would say that makes up a lot of the gameplay though. If you rush through to complete the story, that just means that there's more to explore on your next playthrough, or if you decide to keep playing after the story is over.
i intentionally dont kill snipers or take down scarecrows so i get constant wave of random gangs heading to get blown up...
so i usually just go to explore the baloon and start taking out camps and things that get me scrap passively, (btw can you just keep game open doing nothing and get passive scrap?)
i only cleared the first camp completely, but that was a mistake. This way game is more fun, you get gangs on your tail constantly and its super fun to blow them up and not worry about collecting scrap.
There will still be other vehicles in those areas, like road kill, though there won't be that much point in driving around there if there's no scrap there.
Just saying, your strat for making money in this game sounds like it's doing the opposite.
When you destroy camps you will then get regular income from them. Camps should be the first thing you deal with so that you can get a continuous flow of scrap while you play the game. Now that you know this and don't misunderstand the game's systems you might play this game with a new found sense of actual accomplishment and get more fun out of it. Enjoy.
