I am thinking it maybe due to Windows 10 (it last was working well with Windows 8). This poster on Reddit thinks it due to clock speed mismatches with memory.

I have ASUS GPU Tweak 2 utility installed (came with 970) though I am completely unsure how to adjust it to test this out.
Strange this is the only one of my games that has this issue.
There should be an error report in the event log for Mad Max.exe
if you are using a laptop...try the -windowed to get it started...that usually works
if not try running it right from the Steam directory...the Mad Max.exe file(set as administrator)
or the desktop icon.
Try running it off-line too.
Here is the Event log from the administration tools. It statesFriendlyEventName=Stopped working. Not too sure how to read what the issue is.

I don't have Win 10 myself so I have no idea what else is 'loaded' on your PC; but since it's not the game ...then it's the OS(you already eliminated the game files and GPU you said)

things is ...most if not all these are from 2015 after the game had only been out a few months...
there's one that says add -dx11 or dx9 to the command line in the desktop icon/properties( I would give that a try)
I would run msconfig(if Win 10 has it) select the start up tab and see what else is loading that could be interfering

PS: if you are trying to run the 'cracked' version you need to change the time zone to Bejing(most seem to not do this part)
Just to let you know there won't be any new driver addressing this....the games been out for over a year(we are on our own)

did you do a clean install of Win 10(reformat and the works) or just do an upgrade from Win 8 to Win 10...that could be the problem right there.

do some basic PC maintenance
run scandisk/defrag/registry cleaner(make back)AV scan/Malware scan,etc
Won't use the crack as I own the game and don't like using those dodgy software sites.
Shall try the -dx11 -dx9 commands now.

was looking at your 'log' again....you have Steam installed on drive F?
I thought it had to be installed on the main drive...
try moving the whole thing(or copying it to drive C:\
if that doesn't work I'd download re-install a NEW copy Steam to C:\(after moving the other version back to F:\)
at this point I don't see what you can lose.

tho' similar Win10 is not a direct upgrade to Win 8...it is a different 'animal' and has different configurations.

open task manager...then select services
look thru the list and start dis-abling anything you KNOW you don't need
look at Windows Defender and see if it is dis-abled or running?
I know you said you made an exception but try dis-abling it if it is 'running'
turn off MSI afterburner or whatever you are using

My 'start up' is empty except for 'afterburner'
dis-able the 'tweak' utility you are using
under services I have just about everything dis-abled except the things for the OS and display
NOTE: you need to be very careful of what you dis-able ....could cause the PC not to start up...
if you are UNSURE then don't dis-able it
Do you have any of those Microsoft programs like 'end point' or 'office'...those massive programs?

how much system RAM and GPU vram do you have?(Win10 will eat up more)
System is as follows:
AMD 6300
8Gb memory
Nvidia 970
Reminds me a bit of when Windows 7 first came out. Things that worked on XP didn't on 7 and it took quite a few updates to be more stable.
