Balloon bug in The Heights region

The balloon for revealing "The Heights" region is in the air when you first see it, connected by cable. Normally you would activate a winch to retract it but the winch is completely unresponsive, it does not pop up with a "press E" prompt.

I tried pressing E anyway and blowing it up, but neither worked. Any suggestions?

Did you try refueling winch? The generator for it is separate, follow the pipeline.

There are 3 things that will prevent you from using a baloon:

• The baloon is fixed with some ropes. They have to be cut out with the harpoon of the Magnum Opus, so the baloon is released.
  
• The tank of the baloon is empty.
  
• The baloon is floating up in the air and unreachable, but the generator that powers the device to pull the baloon back down onto the ground is out of fuel.

I cannot recall if there is a mix of all 3 handicaps at once, but mostly there is always a fuel can laying around...
So it shouldn't be that much of an issue, as soon as you know why things don't work. XD

As Ryuu said, the device to pull the baloon down is out of power.
You've to fuel up the generator.

I highly doubt the baloon is bugged, as you would be the first one who runs into this bug. ;)
But I feel you... The first time I played the game it was tricky for me either to figure why some lookout points didn't work.

I guess to gather together or something like that, don't know details, only guessing. Seen those kind of threads in various game hubs. Reporting them might work if hub has an active moderator.

Some of them are level 0 - limited accounts - means they can post but can't add people as friends, so i guess they spam for others to see and friend them.
