Bioware and CDPR, even Bethesda as weak as it is, offer romance plots for their characters. Mad Max does not have romance.
Well, it's hard to say with Max's attitude, but he feels something for them. This kind of romance fits Mad Max harsh universe.
Of course it's not a date-sim harem, there's literally a SINGLE good-looking woman in entire game. But developers clearly imply something between her and Max.
Anyway, see for yourself, it starts when you arrive to Gutgash stronghold. Sorry for possible spoilers.
there's also a stalker/peeper-tom/sandman? who follows Max pretty much everywhere, after engaging with that mysterious person Max is always left breathless and on all fours , so yeah it is kinda "romantic" if you look at it in that way..yeah and there's one woman with a kid (you can't do them though)
