sounds like your game has missing or corrupted files
try 'verifying the game files' thru Steam

exit the game....
right click on Mad Max in your Steam library
select 'properties'
select 'local files' tab
select 'verify the game files'
run it at least twice thru
And it wasn't a "glitch." I guarantee it.

It seems that the menu on the main start screen is bugged.
I solved it with going into the menu after starting a new game.
Just installed the game and mine defaulted mouse sensitivity to 0 (no mouse movement in game), cinematic audio to 0 (no audio in cut scenes) and fullscreen to off (windowed mode). The settings option from the main menu only lists the first three options and none of them work (i.e., clicking them does nothing).
I started a new game and opened the settings menu from the pause screen and I was able to set all of these values back to their default. The settings saved across play sessions, but if I try settings from the main menu, everything defaults back to the bjorked settings.
Verify game files did not fix these problems; starting a new game and configuring settings from the pause screen did.
In the settings.ini file in the game directory, these settings are all getting defaulted to zero...
Cutscenes=80
Fullscreen=1
MouseSensitivityX=50
MouseSensitivityY=50
My guess is that this is a Windows 10 problem where the initial setup is no longer getting the values it expects.
