That's completely not true MGS Phantom Pain has Denuvo and it has a lot of working mods quite few of them are very signifficant even map / gameplay changing.
if anything its just the lack of support as you said but Denuvo has nothing to do with lack of mods.
Which is a shame Mad Max could at least use some difficulty tweak mods
or more on foot weapons.. i mean as i saw on imdb Fury Road had quite the arsenal of firearms
But Denuvo + no official support = no mods.
Just Cause 3 also has a lot of mods and also has Denuvo and same developers as Mad Max
i find it suspicious that they support modding for JC3 but don't for Mad Max
there must be something else because these devs supported modding since JC2 i doub't they suddenly changed their minds.
maybe game is too niche or game's file system is badly structured for modders to work with
compared to JC3
Also developers don't decide on that, publisher does. Developers only do what they are told if they don't own the IP themselves. So i blame WB.
WB is known for pushing the developers
And they also didn't order to port Road Warrior Hood ornament pack to PC.
And they've messed up access to those 6 DLCs that are on PC.
And they won't order to remove Denuvo from the game despite age, fact that it's cracked long ago and Mac/Linux version not having it.
