Dead guy with water drop symbol

You don't get water, you give water, of course, if he's dead there's a little problem.

Usualy they're just walking around but enemy cars often show up and they get run over.

Giving water is one of the in-game achievements. Not that it's necessary to fully level up the skill tree.

I was driving around earlier and saw a few guys in the road, thought they were bad guys, noticed too late one had a water symbol over his head. Ran him down... I felt bad, got me right in the feels.

Try having already got off your car and walking towards them, then suddenly a patrol convoy shows up and rams into the whole lot of you like bowling pins.

I had this exact thing happen to me a couple of days ago; but after I dealt with the driver who ran them over, I saw some new water-seeking-guys in the distance; retracing the exact same steps as the group before them.
