stuck in chum's hideout

Just finished the mission where you test your turbo for the first time & destroy 2 raider's vehicles. I entered Chum's Hideout and attempted to start the next mission by speaking to Chum on the ladder. Nothing happened. I was stuck in place, but I could move the camera. I reloaded the game and now I am stuck inside Chum's Hideout. Chum and my vehicle are both gone. I don't see an exit anywhere. Am I missing a switch to open a door, or has my game just borked?

I copied this paragraph above from another post that had the same issue I am having. I have no other save files and no matter how many times I restart the game, I always go to the same place. In videos I have seen, you are supposed to go right into a cutscene where the hideout is getting attacked after talking with chump. This doesn't happen for me. Is there anything I can do or do I have to completely restart the game? Will this happen again if I do elect to restart? Very frustrating. Thanks

Lemme explain this in the best detail I can for the ♥♥♥♥♥♥♥ in the discussion thread: A PS4 version of this game exists, I came here for the same reason. There's no such ♥♥♥♥♥♥♥ thing as a "Ps4 gAmE dIsCuSsIoN hUb" so console players come here to seek help on games that work on Steam in tandem with consoles. This person must own an Xbox or Playstation copy. Next time you say "But you don't own the game", remember that it's invalid and that person may own an alt-platform version than you do.
