Threat = 0, but still patrols?

When the threat level goes to 0 and the game says that Scrotus no longer patrols the area, what exactly does that mean?

Because there are definitely patrols. I hate them. I just wish they'd take one look at the Opus and realize I'm not worth the fight.

Are they "independent" bad guys? What does "Scrotus patrols" refer to?

The patrols are present throughout the game, the more you decrease the threat in each region the less they become.

Many of them do.....haven't you ever had a group(3) approach then run away?...this may only happen after you reach a certian level of Road warrior and are starting to become a legend in the area.....some the wastelanders you encounter start reffering to you as such.

The game soesn't specify but I see them as roaming scavengers.

The groups that are under the control of Scotus....even if you get Deep Friah threat level to '0" they re-spawn...I think this is the only region where the camps, snipers and parols constantly respawn.

They arent scrotus/stank gum patrols they are raiders/buzzards.
