How to enable the cheats located in the Settings.xml?

I have found some cheats in the Settings.xml, I thought I have activated them by changing their values from 0 to 1, however none works. Is there another step that I need to do? Maybe do I need to enable cheats by pressing a key? Or should I modify something else too?
