Furthermore citizens needs working to afford their needs. Try to provide works to citizens in every house.
Took me ages to figure this one out too. Often you get a warning saying that people may become criminal. Just donate the money, as Stryper says, and they'll be okay for the time being.
Some households, even if both members work, seems to not gain money or enough money to buy things.
Is it a glitch or i'm missing something?
I think is common. Maybe it is designed in purpose, to add some difficulty to a game, i mean, it was programmed to add poor people even if everyone is working. Or maybe not, there are some things in this game that doesn´t seems to work properly (like people demanding things that they already can buy, goods that doesn´t reach stores). I don´t know.
