Report a translation problem
I usually have both open at the same time, FCS and the game, so I do not lose my place while I test. This is possible when you open both directly from inside of the installation folder, not using the Steam launcher. I pinned them both to my start menu, so I do not have to dig through the folders every time I want to mod.
This way I can have how many FCS open at the same time I want (in case I want to have other mods as a reference etc.) and launch the game as many times I want without having to close any of my dozen FCSs.
This has nothing to do with importing the save game. One needs to import their save when they want to add a new mod to their already existing game.
And yes, one has always been able to subscribe to mods and download them while the game is running, you just do not get to load them to the game without restarting the game. And yes, most mod additions still require game save importing. If you want to use them with your old save.
Making/editing mods and using mods are two different things in this context.
